The text reads: "According to the law passed on June 1, 1911, since the lady Dr. Safiyah Khanum Rafʻatjah, daughter of Mirza ʻAbd Allah Khan, citizen of Iran, has graduated from the Public Health School of Moscow, she is allowed to practice medicine in Iran."
